I don't know - my copy is described as "A Novel by George Lucas", but I know ghost-writing is a thing. And looking at the last page, it ends the medal ceremony scene with Luke staring at the "radiant Leia Organa", which does rather imply the writer didn't know about the sibling thing.

And yes, I agree ESB puts the kibosh on the idea that he's some kind of puppet ruler.
