I suspect the Doylist reason for this was that while Londo having three wives was mentioned from the start, the characters of the three weren't written and developed by JMS but by Peter David. Not that I think JMS had something against them - he was the showrunner, and he reportedly loved the episode - but they weren't his babies, so to speak, and so it didn't occur to him to bring Timov back.
