Indeed. I mean, presumably since the Republic did not have a proper standing army pre-Clone Wars (though obviously planetary systems had their own regular armies), everything had to be hastily thrown together, but even so. I do wonder what level of violence padawan learners in peace time were exposed to, age wise. Make that "teenage padawan learners", since both Obi-Wan and Barriss prove that you can stay a padawan into your 20s, in fact that was probably the norm before the war.

(Of course, in the case of the Jedi it's possible that having long-lived leaders like Yoda around, to whom probably everyone looks like a kid after a while, might influence things, but that doesn't explain the Naboo.)
