That also gave me slightly different associations then as it does now. Back in the day, I thought: Orwell. These days? When not just autocrats but the current US government glory in treating their prisoners as badly as possible? No Orwell or history necessary.

However I do think the possibility was raised (killer last line, Crichton!) in order to unbalance the still tenuously bonded crew.

Oh agreed, not just on a Watsonian level but a Doylist one. Chiana wasn't there when each of the crew previously showed their darker side, and that was one way to signal that she, too, might be capable of more vicious things than stealing.

I thought the scene where he defied Durka while he was tied to a table was a Crowning Moment of Awesome for him.

Most definitely. If there is such a thing as a Rygel vid, that scene sure as hell is featured in it. And it's really been built up to through the season. First in the episode where we learn how long Rygel has been imprisoned, then in PK Tech Girl when we find out about Durka and the torture, and how much Rygel at this point still fears him, and this is the big emotional pay off. Go Rygel!
