My heart says Ravenna though - Charlemagne went there in c.790 with a permit from the Pope to take anything that wasn't nailed down, which would play interestingly with Irene's iconodule tendencies, the people who are supposed to be on "her side" in the Little Schism have done this to one of the glories of her predecessors' Empire.
