I assumed the boy probably wouldn't speak English, and Clara would just get in touch with UNIT somehow and they'd... okay, probably quiz him for ages about HAVING BEEN DEAD OMFG and do tons of tests. Which suggests to me that Clara wouldn't want to get them involved. On the other hand, getting an undocumented Afghan boy anywhere (or even keeping him where he was) by herself would be a problem.
