Vir is dear. And the telepaths really got a rotten deal all around. Fannish osmosis pretty much blames the Psi Corps for everything, but as Garibaldi and Sheridan themselves point out to each other in dialogue in early s2 - the Corps was created by non-telepaths. Telepaths in Earth law not having the right to choose certain professions, and having to go on sleeper drugs or belong to the Corps - those weren't laws created by telepaths, but by the human non-telepaths, in order to control them. (The books go into more detail - even the director of Psi Corps had to be a mundane, and all those Psi Corps rules (gloves, uniforms, genetic pairings) were all created by mundanes in order to control the telepaths they were afraid of. The show lets Sheridan say uneasily "maybe we created our own monster" (yeah, maybe you did), but what it doesn't do is pointing out that our heroes who later are (rightfully) indignant when President Clark starts to transform Earth into a fascist state were apparantly fine with serving in an apartheid state (which is what human society is at the start of the show). (Ivanova, note, hates the Corps for what happened to her mother. Not the government controlling the Corps. Not the humans who a century and a half earlier created the relevant laws.)
And then we find out via Lyta the reason why telepaths exist at all in the younger races was deliberate genetic manipulation by the Vorlons because they knew they needed telepaths as weapons against the Shadows. As I said: a rotten deal all around.
