Yes, Jossverse vampires can get high, and from the fact that they need a lot of alcohol to get drunk, we can extrapolate that they need a lot of drugs to get there. I can imagine the scene of the three of them revealing many uncomfortable truths and even coming to terms with a few of them, and I love the idea it was Billy who pushed Spike towards that poetry slam.
