I think Garibaldi comes to trust and respect Sheridan (until, well, you know, spoiler), and of course he‘s friends with Ivanova throughout the show; he developes a good relationship with Zack, and with G‘Kar. But the type of relationship he has with Sinclair remains unique. (Well, I don‘t doubt he loves Lise, but in a different way.) And without either of them knowing it, that declaration during dinner was basically his „I would have followed you, my brother, my captain, my friend“….
