At first I thought they must be set somewhat further in the post Voyager future because of that. Well, we can always blame wormholes, though in the case of Jamon the Tellarite the show did explain that he's from a cryo ship predating the Federation, i.e. he must have been frozen and en route for two centuries or thereabouts.
