Yay for fictional Romans! :) I like the Davis books perhaps more than you do - I love her Rome, and I'm something of a fan of Vespasian, which may help.
Have you read Allan Massie's trilogy? Caesar, Augustus, Tiberius. I believe they are supposed to be good; I read them years ago, and liked them, but I honestly don't remember too much about them at this distance.
For that matter, have you read Suetonius' The Twelve Caesars? Quite the most scurrilous piece of purported history I've read, he'd be sued into bankruptcy these days! *g*
