Oh, I'm sure they are. (Black hair and flying and presumably bonding with Claire about abilities? All of them wrapped in one package.) Though I also think "Peter Pan" refers to the personality; this would be Peter Pan as described by James Barrie, not Disney, because West's way of interacting with Claire, the whole robot and alien dialogue reminds me of that Peter (and of course there's the imagery of Peter watching Wendy from outside).
