I'll exclude my beloved new Children of Earth characters from this, as a) they weren't minor within the story, and b) on the off chance we'll see them again.
1.) Babylon 5: TIMOV! Actually, I wouldn't have minded seeing more of Mariel or Daggair, either, as they were fun, but Timov I loved. Both because she made such a marvelous foil for Londo, and for her own sake. More Timov, both on Centauri Prime and on the station, would have been great. And yes, I wrote that fanfiction.
2.) Alias: Emily Sloane. What we had of Emily was great, but there could have been so much much more, even with, err, plot-related limitations. Conversations between Emily and Irina after Emily found out "Laura" was still alive, for example. Let Sydney's ideal mother and her real mother talk. Or, in season one, between Emily and Jack. What kind of relationship did they have? And of course each and every scene between Emily and her husband killed me, so more of same would probably have as well.
3.) Battlestar Galactica: Tom Zarek: between-s3's Collaborators and s4's Sine Qua Non, the show basically forgot about his existence. Let me tell you, I'd far have preferred scenes with him and Roslin, and him and Lee, and Zarek in general to any scenes featuring Bill Adama. It would have also been effective regarding the upcoming you-know-what plot if we'd seen Zarek losing belief he can accomplish anything with the VP office. And we could have gotten more scenes regarding politics and the civilians in the fleet, again something that got increasingly neglected in favour of the military.
4.) Torchwood (excluding CoE): DCI Kathy Swanson, and her ever so amused, disdainful ways at Jack Harkness' lack of professionalism. The scene from They keep killing Suzie where she and the entire Cardiff police station listen to Jack on speakers admit Team Torchwood is trapped in their own hub and needs the cops is GOLDEN. I mean, I like PC Andy as much as the next fangirl, truly I do, but as active Cardiff police folk are concerned, whom I really wanted more of was Swanson.
5.) Angel: Justine: because she and Holtz were one of the few elements of s3 (my least favourite season of AtS) I found genuinenly interesting. Because I still think letting her encounter Connor again post-Deep Down, with both their Holtz issues and his new awareness of what really happened, but also what Wesley had put Justine through, would have made for a fascinating storyline. Because, as with Kate Lockley, I really wanted to know what became of her after she left the narrative.
