Actually the internet tells me one of the production people mentioned there was a line in the script establishing Wanda (as a twin, not a younger sister) does exist in the movieverse, she just wasn't on camera. This fanfiction comes up with a plausible movieverse Wanda and missing scenes for the Maximoff twins.
